Blue Horizon Vocational Institute was founded in 1999. It provides market-oriented education, adheres to the school-running philosophy of integrating school and enterprise, production and education and pursuing service and development. At present, it has trained nearly 20,000 qualified technical and skilled talents, and has become an important talent training base for the ecological agriculture of Blue Horizon.
The school has been named as the "National Key Vocational School", "National Education Advanced Organization", "Standardized Secondary Vocational School in Shandong Province", "Construction Organization of Model Secondary Vocational School in Shandong Province", "School Enterprise Cooperation Advanced Organization in Shandong Province", "School Enterprise Integration Model Organization in Shandong Province" and "Modern Apprenticeship Pilot School in Shandong Province". On October 19, 2009, Hu Jintao, general secretary of the CPC Central Committee, paid a visit to the school and fully affirmed the achievements of the school running and gave encouragement. In September 2019, Shandong Government Information carried a coverage on the school running of Blue Horizon Vocational Institute, focusing on the themes of "adhering to the combination of work and study, the organization of knowing and doing, and fully promoting the integration of production and education for the vocational education".

Shandong Shengli Vocational College, established in May 2003, is a public full-time general higher vocational college approved by Shandong Provincial People’s Government and registered by the Ministry of Education. At present, the college has five secondary colleges, including of College of Petroleum Engineering, College of Hotel Management, College of Nursing, College of Intelligent Industry and College of Talent Development and Continuing Education, with 15 higher vocational specialties.
Shandong Shengli Vocational College has won many honorary titles, such as "Excellent Demonstration Point of National Employee Education and Training", "National Excellent Adult Continuing Education School", "Top 100 Chinese Enterprise Advanced Education Organizations", "National Advanced Organization of Vocational Guidance and Innovation Education", "Enterprise Practical Training Base in Shandong Province", and "Advanced School of Vocational and Entrepreneurship Education in Shandong Province".
The college has carried out school running cooperation with Jingdong Century Trade Co., Ltd., Shuyu Civilian Drugstore, Guangzhou CNC Equipment Co., Ltd., Shandong Wontong Automotive College, Shengli Supervision, Mstanford Information Technology Co., and other enterprises in specialty joint construction, resource sharing, order training, modern apprenticeship pilot program, etc. The college has trained more than 90,000 professionals in various fields, and the employment rate of graduates has always remained above 97%. Over 2,000 graduates have served in leadership positions at or above the county level or equivalent. A large number of young talents have emerged, including Top Ten Outstanding Youth in China, winners of Science and Technology Entrepreneurship Award, winners of National Youth "May 4th" Medal, experts enjoying special government allowances, and Chief Technician in Shandong Province.
In 2019, Dongying Municipal People’s Government and Blue Horizon Ecological Agriculture Corporation, in line with the principle of "joint establishment, management and construction", initiated a new situation for an in-depth integration between school and enterprise. At present, a new information-based campus is under construction, which plays a positive role in further stimulating the college’s vitality in school running and promoting the high-quality development of the college.
